JOB DUTIES (SUMMARY):
·        Assure that OhioMeansJobs performs well in all areas related to contract performance, state performance measures, and fiscal and policy compliance; Establish and maintain highly productive relationships with program-area staff and administrators through-out the Agency. Serve as an available expert on all topics related to Workforce Development. Supports, coordinates, manages and implements partnerships, community based programs and procured services at the request of the Assistant Director; Makes recommendations regarding workforce and OhioMeansJobs related services; Promotes employers and job-seekers welfare and economic standing; Assists in strengthening collaboration between HCJFS and community service systems to workforce outcomes; Serves as the HCJFS liaison for workforce related committees at the local and state level, as appropriate. Demonstrate expertise in critical thinking, objectivity, and independent judgment. This position is responsible for preparing and presenting responses to Requests for Proposal issued by the local workforce board in competitive procurement of an operator for the OhioMeansJob center.
·        Develop, lead and maintain a comprehensive support system to build capacity to deliver program or project goals; Develop mission and strategies based on best utilization of program and related organizations; Identify areas where additional opportunities are needed to build program success; Develop, implement, evaluate and maintain systems/procedures to improve program practice, decision making, efficiency, effectiveness and quality; Lead the development of an implementation plan for program resources; Maintain strong, collaborative relationship with program partners and other community organizations and external partners
·        Develops, implements, evaluates and maintains systems/procedures to support delivery of non-WIOA services through, at, or in association with the OhioMeansJobs center. Examples will fluctuate over time but may include youth services, rent and utility assistance, non-WIOA workforce funds, Summer youth services, American Rescue Plan services, or any other. The Director will assure timely, accurate, courteous, and effective service delivery. They will design and update/upgrade service mechanisms. They will manage communication, reporting, and accountability around all such programing. Acts as a liaison between JFS and contracted community partners in implementing strategies; Develops and implements assigned program scopes of work and process objectives, contract(s), or procedures for program services including establishing working relationships with providers, serving as the contact person for those providers, reviewing service performance, serving as the program consultant to provide technical expertise.
·        Develops goals, numerical outcome, success measures and reports that reflect the OhioMeansJobs and HCJFS mission and strategies; Establishes workflows to capture the data points and data collection process; Works closely with key internal partners and stakeholders in the development and review of outcome data measurement and associated local and state reports. Conducts surveys, focus groups, stakeholder interviews as part of data collection process. Develops an ongoing feedback mechanism to ensure quality workflows/process/systems/reports and service accountability remain in place.
·        Provides direct supervision to all operator staff at OhioMeansJobs, and others throughout HCJFS, as assigned, including but not limited to Business Services, WIOA Intake, Ongoing, and Exit functions, Front desk and Resource Room activities, RESEA functions, partner support, SWORWIB responsiveness. Public presentations are a regular responsibility of this function, as is audit management. Actively support the needs of OhioMeansJobs partners and partner staff. This position is accountable to The Southwest Ohio Regional Workforce Investment Board (SWORWIB), and to HCJFS administration. Exceptional internal and external customer service is required. Ensures compliance with federal, state and local laws and rules of HCJFS.
·        Supervises development of annual budget and monthly budget presentations for all WIOA funds. Monitors and approves expenditures to ensure fiscal responsibility of the section. Collaborates with Contract Services, Fiscal, Client Services leadership and other JFS teams to ensure quality of service for employers, jobseekers, and stakeholders - including, when applicable, developing scopes of service, monitoring tools and schedules, participating in ongoing and scheduled program evaluations, preparing reports and critiques, developing and implementing recommendations for improved services, etc.
·        Develop and implement plan to expand breadth and availability of current program or programs. Lead the development of strategic and collaborative partnerships between programs to maximize success. Develop and operationalize strategies to refer community and potential clients to programs. Maintain up-to-date knowledge of significant research developments and trends in the program field. Develop grant writing and fund-raising programs that enable supported program to grow. Monitor program spending against annual budget and ensure fiscal compliance of all accounts and contract expectations.
·        Performs other related duties as assigned.
·        Attends conferences and training.
 
REQUIREMENTS (EDUCATION, EXPERIENCE, LICENSURE, CERTIFICATION): 
·        Master’s degree in management, public administration, or any other related field;
·        AND four (4) year’s work experience in public service, social service, non-profits, banking, or similar fields; including experience leading and supervising projects with exceptional outcomes.
 
KNOWLEDGE, SKILLS AND ABILITIES: (*Indicates can be developed after employment)
·        Knowledge of: Project management, strategic planning, operations; leadership and supervision; HCJFS PC systems and applications; office practices and procedures; agency policies and procedures.
·        Ability to: Secure exceptional outcomes. Define problems, collect data, establish facts and draw valid conclusions; utilize critical thinking skills in decision making; prepare and deliver speeches before specialized audiences and general public; make independent judgments; handle sensitive telephone and face-to-face inquiries and contacts with general public and government officials; function as team member, be creative, and be willing to take appropriate risks; exercise sound judgment and discretion; appropriately delegate tasks and projects; communicate effectively both orally and in writing; calculate decimals, fractions and percentages; work well under pressure; work cooperatively with peers, subordinates and supervisors.
·        Skill In: Independent judgment; fiscal and contract management, supervision, program evaluation and outcome management. Leadership; change management; collaboration; building and maintaining relationships to gain trust and confidence; conflict resolution; and decision making.

·        Proven ability to generate exceptional outcomes with a highly engaged and productive team.
·        Operate well under stress and manage the needs of multiple stakeholder groups 
·        Experience with developing strategic plans and success measures, experience with collecting and using data to make strategic and operational decisions.
 
PHYSICAL and/or MENTAL REQUIREMENTS:
  • Working at a computer extensively for eight (8) hours or more per day
  • Remain in a stationary position for extended periods of time

BACKGROUND CHECKS REQUIRED:
Background checks consistent with requirements in OAC 5101:2-5-09 must be completed at employment and every ten years following, including but not limited to the following systems:

·        State Child/Abuse Neglect Central Registry Check for any state in which the applicant resided within the last five years
·        Ohio Bureau of Criminal Identification Investigation (BCI)
·        FBI
·        National Sex Offender Public website (WWW.NSOPW.Gov) Code 5101:2-5-09 must be conducted for each prospective employee
