Present Use Valuation Specialist

The Johnston County Tax Department has an immediate opening for a Present Use Valuation Specialist.

DUTIES AND RESPONSIBILITIES
An employee in this class provides customer service and reviews documents in the areas of tax deferment programs as well as other Johnston County Tax Administration projects in accordance with statutes, policies and procedures. The position requires independent judgment, discretion, and initiative in completing assignments and handling difficult public contact situations requiring considerable tact and knowledge of applicable policies, procedures and programs. Work is characterized by its variety, complexity and confidential nature, requiring organizational and analytical ability. Work is performed under the direction of the Deputy Tax Administrator and is evaluated through conferences, audits, reports, and review of work product.

Responds to taxpayer inquiries concerning tax deferral programs. Explains and assists in the application process. Reviews application to determine use of the property and communicates decision to land owner. Manages renewals of deferment. Audits the statutory number of parcels each year for compliance with rules and regulations. Processes deferred bills for payment. Performs related tasks as assigned.

Ability to gather and communicate information and instructions regarding property tax law and departmental policies and procedures.
Ability to establish and maintain effective working relationships with supervisors, co-workers and the general public.
Ability to communicate effectively in written and verbal forms.
Ability to tactfully and courteously deal with citizens, employees, and governmental agencies and departments.

Must be able to physically perform the basic life operational functions of fingering, feeling, talking, hearing, and repetitive motions. Must be able to perform sedentary work exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently and constantly to move objects. Must possess the visual acuity to work with data and figures, read extensively, operate a telephone, computer and other office equipment.

DESIRED EDUCATION AND EXPERIENCE
Associate degree or graduation from business school or considerable administrative/secretarial experience; or an equivalent combination of education and experience.

Certification as a Tax Appraiser by the Local Government Tax Division of the North Carolina Department of Revenue within two years. Possession of a valid North Carolina driver's license.
